(서울=미래일보) 장건섭 기자 = 국내 대표적인 문학인 5단체인 국제PEN한국본부, 한국문인협회, 한국소설가협회, 한국시인협회, 한국작가회의는 29일 서울 마포구 합정동 다산북살롱에서 함께 모여 '종전선언 평화협정 체결을 위한 작가행동 선언'을 발표했다.
이 자리에는 손해일 국제PEN한국본부 이사장, 나태주 한국시인협회 회장, 이광복 한국문인협회 이사장, 김호운 한국소설가협회 이사장, 신현수 한국작가회의 사무총장, 정도상 6·15 민족문학인 남측협회 집행회장 등 10여 명이 참석했다.
이날 '종전선언과 평화협정 체결을 위한 작가행동'을 주제로 열린 성명 발표 및 기자회견에서 한국작가회의는 사정상 이상국 이사장 대신 신현수 사무총장이 대리 참석했다.
이날 기자회견장에서 문학인 5단체는 낭독한 선언문을 통해 "한반도 비핵화와 종전은 우리 언어공동체의 실존적 운명에 관한 문제이기 때문에 결코 포기할 수 없다"며 "남과 북이 먼저 종전선언과 동시에 평화협정을 체결하여 우리 민족의 언어공동체의 안녕을 추구하는 것이 무엇보다 시급하다"고 주장했다.
문학인 5단체는 또 "한반도의 평화는 곧 동북아시아의 평화가 될 것이며 나아가 인류의 평화에 긍정적으로 작용할 것"이라며 "종전선언을 통해 갈등의 화약고에서 벗어나 평화와 성숙의 시대로 나갈 수 있도록 유엔과 국제사회도 힘을 모아주길 호소한다"고 덧붙였다.
문학인 5단체는 선언문에서 ▲남과 북, 미국과 유엔은 한국전쟁의 종료를 선언하라 ▲한반도 비핵화를 위한 회담 및 일련의 조치를 실질적으로 실행하라 ▲남과 북은 평화협정을 체결하고 한국전쟁의 종료를 실질적으로 완성하라 ▲세상의 평화는 연약하지만 굳건히 지켜내자는 요구와 다짐을 밝혔다.
지난해 11월 재결성된 6·15민족문학인남측협회 대표회장을 맡고 있기도 한 이광복 한국문인협회 이사장은 "남북정상회담과 북미정상회담 이후 한반도 평화를 위한 실질적인 움직임은 미미했다"며 "미국 대통령 선거를 앞둔 지금 시점에서 평화를 염원하는 우리 문학인들의 목소리를 모아야 한다는 공감대 아래 각 단체가 긴밀히 공조하고 협의해서 이 자리를 마련했다"고 말했다.
정도상 집행회장은 "각 단체의 지회와 지부에서 성명서 낭독과 평화문학 낭독 활동을 이어가고 온라인 서명운동을 벌여나가는 한편 국제PEN한국본부를 통해 외국 작가들의 온라인 서명운동도 펼칠 계획"이라며 "내년에 디엠제트(DMZ) 국제문학제를 디엠제트와 국외에서 개최하기 위해 국회에 예산 신청을 해 놓은 상태"라고 밝혔다.
나태주 한국시인협회 회장은 "소수의 정치권력이 권력을 유지하고자 군사적 긴장을 필요 이상으로 불러일으키기도 하였다"며 "한반도 비핵화와 종전은 우리 언어공동체의 실존적 운명에 관한 문제이기 때문에 결코 포기할 수 없다"고 말했다.
나 회장은 "남과 북은 비록 휴전협정 상으로 전쟁 당사자가 아니지만 행위로서의 당사자임이 분명하다"며 "남과 북이 먼저 종전선언과 동시에 평화협정을 체결하여 우리 민족의 언어공동체의 안녕을 추구하는 것이 무엇보다도 시급하다"고 말했다.
김호운 한국소설가협회 이사장은 "우리 작가들은 오늘이야말로 한반도에 남아있는 비극적 상황을 끝낼 때가 되었다고 생각한다"며 "한반도가 갈등의 화약고에서 벗어나 평화와 성숙의 시대로 나갈 수 있도록 유엔과 국제사회도 힘을 모아주길 호소한다"고 말했다.
마지막으로 신현수 한국작가회의 사무총장은 "종전선언과 평화협정을 체결하기 위한 새로운 이정표를 마련하기 위해 이 자리를 마련했다"며 "앞으로도 작가들은 우리시대의 현안들을 긴밀히 협의해 올바른 목소리를 내겠다"고 말했다.
■ 다음은 문학 5개 단체의 '종전선언과 평화협정 체결을 위한 작가행동' 한국어·영어 전문이다.
종전선언과 평화협정 체결을 위한 작가행동
작가에게 있어 제1의 조국은 언어입니다. 사람은 누구나 태어나자마자 어머니로부터 말을 배우고 성장하며 어머니말의 공동체 안에서 생로병사를 함께 합니다. 그러기에 어머니말이 곧 작가의 조국인 것입니다. 우리 민족은 일제에 의해 36년 동안이나 언어공동체를 유린당했으나 작가들은 굴하지 않고 어머니말로 작품활동을 꾸준하게 해왔습니다. 그러나 일제는 창작활동까지 금지하였고, 이에 항거하여 붓을 꺾는 작가들도 있었습니다. 비극은 여기에서 그치지 않고 우리 민족은 75년 동안이나 언어공동체가 분단된 체제에서 살아왔습니다. 심지어는 언어공동체 내부에서 전쟁이 발발하여 오늘에 이르고 있습니다.
6.25라고 불리는 한국전쟁은 표면상으로는 전선의 전쟁이었지만 내면적으로는 마을의 전쟁이었고 마음의 전쟁이었습니다. 같은 말을 사용하는 마을에서 벌어진 전쟁의 참상은 비극을 넘어 지옥이었습니다. 얼굴을 알고, 함께 성장해왔고, 함께 살았고, 어머니말로 서로 안부를 나누었던 사람들이 총칼을 들어 죽이고 죽임을 당했으니 그 지옥을 어찌 말로 다할 수 있었겠습니까. 지옥 같았던 비극은 전쟁이 휴전상태로 들어가자마자 분단체제로 굳어졌습니다. 분단체제는 휴전선에만 있는 것이 아니라 마을의 전쟁을 겪었던 모든 사람의 마음에도 철저하게 작동했습니다. 그리하여 분단체제는 혐오와 증오, 위협과 폭력으로 남아 지금까지 작용하고 있는 것입니다.
전쟁 이후 지난 70년간, 우리 작가들은 언어공동체를 분할 관리하고 있는 두 개의 정부와 정치체제에 대해 전쟁을 끝내고 평화로운 민족공동체의 건설과 성숙을 위하여 노력하라고 언제나 촉구해왔습니다. 휴전은 되었으나 종전이 되지 않았기에 전쟁의 위협은 일상까지 파고들었습니다. 특히 전쟁의 위협을 기반으로 세력을 유지하는 소수의 정치권력이 다수의 평화로운 삶을 위협하여 권력을 유지하고자 하는 정치적 행위가 군사적 긴장을 필요 이상으로 불러일으키기도 하였습니다. 우리 민족은 더이상 전쟁의 위협에 시달려서는 안 됩니다. 전쟁의 위협은 군사적이라기보다는 철저히 정치적이었습니다.
반전반핵은 우리 작가들의 오랜 슬로건입니다. 한반도 비핵화와 종전은 우리 언어공동체의 실존적 운명에 관한 문제이기 때문에 결코 포기할 수 없습니다. 남과 북은 비록 휴전협정 상으로는 전쟁 당사자가 아니지만 행위로서의 당사자임은 분명합니다. 종전선언의 문서적 주최는 미국과 유엔, 북한과 중국이지만 그들에게만 우리의 운명을 위임해서는 곤란합니다. 남과 북이 먼저 종전선언과 동시에 평화협정을 체결하여 우리 민족의 언어공동체의 안녕을 추구하는 것이 무엇보다도 시급합니다.
우리 작가들은 오늘이야말로 한반도에 남아있는 비극적 상황을 끝낼 때가 되었다고 생각합니다. 이제 우리의 언어공동체인 한반도에서 전쟁이 영구적으로 종식되어야 하며 동시에 죽임의 분단체제에서 살림의 생명평화체제로 이행해야 합니다. 한반도의 평화는 곧 동북아시아의 평화가 될 것이며 나아가 인류의 평화에 긍정적으로 작용할 것입니다. 그 첫걸음이 한반도 종전선언이라고 믿습니다. 물론 우리는 지상의 모든 전쟁에 대해 반대합니다. 전쟁은 사악하고 평화는 연약합니다. 하지만 연약한 평화가 생명을 지켜줍니다.
종전선언을 통해 갈등의 화약고에서 벗어나 평화와 성숙의 시대로 나갈 수 있도록 유엔과 국제사회도 힘을 모아주길 호소합니다. 우리 작가들은 다른 나라의 작가들과 함께 한반도 종전선언을 위해 연대할 것입니다. 세계의 양심들과 함께 이 땅의 영구적 평화를 위해 노력하고자 합니다. 나아가 작가들만 아니라 우리 언어공동체의 모든 문화예술인은 물론이고 세계의 문화예술인과도 함께 할 것입니다.
1. 남과 북, 미국과 유엔은 한국전쟁의 종료를 선언하라.
2. 한반도 비핵화를 위한 회담 및 일련의 조치를 실질적으로 실행하라.
3. 남과 북은 평화협정을 체결하고 한국전쟁의 종료를 실질적으로 완성하라.
4. 세상의 평화는 연약하다. 연약한 평화를 굳건히 지켜내자.

Actions of Writers for the End-of-War Declaration
& Conclusion of a Peace Treaty in the Korean peninsula
For writers, the 1st homeland is language. All people are born with, learn through and grow up in their mother tongue. People live through all the phases of life in their mother tongue community. Thus, mother tongue surely is writers’ homeland. Korean people and our mother tongue community were infringed for 36 years by Japanese imperialism, but we have dauntlessly kept writing in our mother tongue. Japanese imperialism prohibited creative activities and even some writers ended up giving up on their writing. The tragedy did not stop here. Our people have lived in a society where mother tongue community had been divided for 75 years since 1945. Furthermore, a war that broke out from the inside of the mother tongue community is still going on up to the present day.
The Korean war which is also called the war of June 25, was externally a war of the front line, but internally, it rather was a war of village and hearts. A war that took place in villages that speak the same language was far beyond tragedy. It was hell. People who knew each other living and growing up together, and greeted everyday in their mother language, had to hold weapons and smashed each other. How could we describe this other than hell? But soon after entering a state of armistice, the infernal tragedy solidified as division system. The division system exists not only along the border line, but also within everyone’s heart that had to go though the war of village. This is why the division system could have been parasitic on people’s mind, remaining as hatred, disgust, threats, and violence.
Over 70 years after the war, our writers have been calling two governments and political systems that now divisionally rule the mother tongue community to endeavor to end the war and establish a regional peace cooperation community. Now that we have a cease-fire, but not the end of war, the threat of war penetrates deep into our everyday life. Some political power and their actions to maintain power by threatening the lives of the majority people based on the menace of war have caused unnecessary military tensions. Our people can no longer suffer from the fear of war. The menace of war has always been political, rather than military matters.
‘Anti-war & Anti-nuclear’ is a long-time slogan of Korean writers. We cannot give up on this because denuclearization of the Korean peninsula and the end of war are matters of our existential fate of the mother tongue community. South and North Korea might not be the rightful agents in the armistice agreement, but we certainly are two rightful bodies in actual terms. The actors for the matter of ending the war are the UN, DPRK and China, but we cannot just entrust our fate to them. It is the most urgent that South and North Korea declare the end of war and conclude a peace treaty in order to secure our own peace of the mother tongue community.
We, writers, believe that it is the time to end this disastrous circumstances. The war on the Korean peninsula should come to an end permanently, and shift from the deathful division system to lifeful peace system. Peace in the Korean peninsula will lead to peace of Northeast Asia, which shall eventually have a positive influence upon the world peace. The first step we believe is the end-of-war declaration in the Korean peninsula. We oppose all kinds of war on the earth. War is vicious and peace may be vulnerable. However, the vulnerable peace saves lives.
We, therefore, send our ardent wishes that the UN and the international community would pull together for the end-of-war declaration so that we can escape from this flash point of conflicts and head towards a new peaceful era. We will be in solidarity with writers in other nations for the end-of-war declaration. We, with all other consciences in the world, will struggle together for eternal peace of this land. We will also be together not only with world writers, but also with all culture artists of the world as well as our mother tongue community.
1. South and North Korea, as well as the USA and UN must declare the end of the Korean war.
2. Conversations and measures for denuclearization of the Korean peninsula must be put into action immediately.
3. South and North Korea must conclude a peace treaty and practically complete the termination of the Korean war.
4. World peace is vulnerable. Let us firmly protect our vulnerable peace.
